Dr Charika Marasinghe functioned as the local expert on human rights and law for the capacity study of the Institute of Human Rights (IHR), Sri Lanka, initiated by the Swedish International Development Cooperation Agency. The study covered areas of human resources, administrative, financial management and procurement capacity of the organization and its effectiveness in service delivery. The study also involved looking at the stakeholders and the environment that influence the organization, and how well equipped it is to face challenges.
